When should I use rack/block pulls vs. deficit deadlifts?

I find that I am very lower back dominant when deadlifting, and generally weaker off the floor than locking out. I've been doing deficit deadlifts to help with this but am curious as to the benefits of rack pulls with weight higher than my conventional 1RM. Thoughts?

Edit: My goal is to go up in weight on a conventional deadlift. I'm an intermediate lifter stuck at 455lbs.
