Mental roadblock from a skinny girl trying to build curves

I’m 5 ft tall and 93 pounds. I’ve always been skinny and not toned. About a month ago I decided I wanted to build muscle after my stomach got increasingly soft and less flat and my weight went up a little bit. I started doing an at home workout program with resistance bands- it focuses on glutes and abs. Not fat loss.My weight went down significantly (2 pounds) the first week, my stomach got flatter. Then my weight stayed the same for a while, now it’s back to 93.

I’ve moved up in resistance bands, consistently get sore and increased my reps. I feel stronger, my stomach is less squishy and i get bloated a lot less. But because the scale is staying the same (and increasing a little bit) I feel discouraged. I cant tell if this is muscle weight gain or weight gain weight gain. my stomach feels more toned but the muscle growth has made it less flat. My waist went down .5 inch and my butt grew one inch apparently but this is all hard to believe when my weight has gone up. I haven’t been eating more so I don’t know what to think :/
