Romanian deadlift and range of motion questions

Following an injury, I've been working to strengthen my hamstrings and glutes. To this end, I've learned how to do Romanian deadlifts.

I'm happy with my form; my back is straight and I'm really feeling a stretch in my hamstrings. BUT I can't get very low, my range of motion isn't great. At the bottom of the movement my hamstrings are really tight, and won't let me go down further without compromising a straight back.

I'm currently lifting 5 sets of 12 for 45kg (100 lbs). And that's after 20-30 minutes of resistance band work to warm up my hamstrings (I sit in an office all day so they're always tight).

I have two questions:

  • Over time, will my hamstrings "lengthen" so I can get lower?
  • If I can do 5 by 12 for a given weight, should I increase the weight? Even if I'm not improving my range of motion?
