Should I get my strength back before a cut?

Hi r/fitness!

Up until two months ago I was doing 5/3/1 and training heavy. Volume was really high, I was eating a lot and I was progressing really good. Then school, projects and other things happened and I stopped going to the gym. I went to the gym yesterday for the first time in 2 months and naturally I used very little weights while doing a full body routine.

My first question is: I put on a lot of weight while I was bulking due to high volume and I want to lose some weight. Infact around 10 kgs/ 22 lbs. Should I restore my strength over the course of 8-12 weeks before going into a cut? Because my thought process is; My cut is going to take about 2-3 months and I’ll have to train a lot lighter than I used to during that time. If I’m training light my body may resolve that it doesn’t need all that muscle I gained while I was bulking because I’m not training heavy anymore. I know this is stupid, I just wanted to hear your thoughts.

My second question is: Do you think beginner programs like SL 5x5 or Starting strength are good choices to get back into powerlifting style heavy lifting? I thought I could start SL 5x5 from the prescribed weights that are derived from my previous max lifts. What do you think? Would it be too much volume? Should I just do a full body routine 3 times a week with light weights for at least a month? Because I read from other people who took a break from heavy lifting that muscle recovery is fine when you get back but other factors like ligaments and such are significantly weaker so they take more time to be as strong as before.
