Why can’t I run for very long?

My mile time is about 11-12 minutes average (walking a good portion of the time in between jogging) I’m not overweight or anything and do a lot of weight lifting. I also run a lot and try to do 4-5 miles a week and have been doing so for almost 6 months and still have no improvement. I still get burned out really quickly and by the end of my mile I’m gasping for air despite walking a good portion of the time. My mile time is still the same as well. (Also by running I mean jogging)

Are some people just not natural runners? I feel like I get winded way too easily despite being in good shape and eating well.
