At What Point Should I Increase my Weights?

Say I like doing 3x10 of 25lb DB for biceps. How do I know when I'm ready for 30lb or 35 lb? Also, how should I introduce it? Should I just one day try 30lb DB and see if I'm able to do 10? Is there a best practice of when and how to increase weight?
