Do all of your muscles react the same to intensity/volume?

So in my infinite wisdom, I have gathered that the general advice for lifting is that when looking to lift for hypertrophy, aim for overall weekly volume. And every week there is a newbie asking, "Should I do 20 reps of light weight or 5 reps of heavy weight?" The general best answer is to do both, and experiment which way your body responds to both methods.

So my question is, if I find my chest responds better to higher volume and lower weights, will my leg muscles respond the same way? Or could my leg muscles grow more efficiently with lower volume higher weights?

I hope this explains this awkward question well.
