I am a little lost.

I am wondering, should I bulk or cut first? I’m a 22 year old girl and my body is currently skinny fat. I weigh 142 lbs, I’m 5’6, and my BMI is around 22. Maybe a little higher. I want to have a full butt, muscle definition, and big arms. What do I need to do to reach this goal?
