Should I start a muscle gaining or a fat loss program?

I am a 5'10" guy with 83kgs of weight. I am very skinny above my belly and below the knees but I get around ~2 inches of fat (thickness) when I pinch my belly or thighs. Should I lose the fat or get bulky first?
